It has been called the 50-year tax taboo. It is more than half a century since a chancellor of the exchequer chose to put up the basic rate of income tax - that was Labour's Denis Healey, who delivered his Budget on 15 April 1975.
Rachel Reeves called an unprecedented pre‑Budget press conference today, a move that would normally signal some meaty policy announcements. Sadly, it was not to be. Instead she spoke, faltering and stumbling, for more than half an hour without telling us anything with a bit of protein in it.
