Ukraine and Russia met in Istanbul on Monday to exchange memorandums on a possible ceasefire to end Vladimir Putin’s three-year war, despite a gulf remaining between the two sides’ positions.

Delegations from Russia and Ukraine gathered in Turkey on Monday for their second round of direct peace talks in just over two weeks, although expectations were low for any significant progress on ending the three-year war after a string of major attacks over the weekend.
